Community Service Officer
A (part-time) Community Service Officer will provide general support to all divisions of the Clinton County Sheriff’s Office, both during scheduled and unscheduled times. The primary roles of a part-time Community Service Officer will be to assist full-time sworn law enforcement officers and other full-time staff of the Clinton County Sheriff’s Office, in order to better serve the needs of the community and citizens of Clinton County.
Essential Job Duties and Responsibilities:
- Communicate information to the general public, co-workers, and county personnel while promoting positive working relationships with the public and county personnel.
- Maintain his/her assigned equipment for rapid deployment to both planned and unplanned calls for service and/or critical incidents.
- Must be willing to work a flexible schedule, including weekends and be available for occasional call-out during emergencies or unplanned events.
- Provide assist with general office assistance, such as but not limited to, taking fingerprints, reviewing reports, providing guidance and direction to routine lobby traffic.
- Responds to various calls including, but not limited to: nuisance complaints, parking complaints, animal complaints, ordinance complaints and violations, bicycle recovery, abandoned vehicles, unclaimed property, and non-injury accidents on private property; prepares accurate written reports of particular incidents and events.
- Assist with creating, monitoring and submitting posts/messages on the agency’s social media platforms.
- Respond to calls for service, provide non-arrest transports, traffic control and direction, roadway closure assistance including but not limited to: natural disasters, hazardous materials, chemical/biological/nuclear releases, fires, industrial and transportation accidents, medical emergencies, suicides and unruly crowds or mobs; and acts of domestic terrorism.
- Assist with Court House and County Administration Center security; including but not limited to, operating security equipment, transporting documents, equipment or individuals, providing direction and guidance to citizens entering any county facility.
- Prepare, set-up and terminate meetings, both in person and through electronic or computer related systems.
- Must be proficient with computers, software and related equipment. Must be able to accesses, enter and retrieve information from the department computers and records management system.
- Provides courier service for the Sheriff’s Office, and other entities of Clinton County at the direction of the Sheriff or his/her designee.
- Control, regulate and direct traffic, parking, and pedestrians for special events, community events, and critical incidents using barriers, flares, hand signals and/or other department approved and authorized equipment.
- Performs pro-active and complaint based parking enforcement.
- Investigate animal complaints, collect and preserve evidence, document animal and scene conditions and assist with all other animal control related activities.
- Testify in court to present evidence or act as a witness in traffic and criminal cases
- Provides assistance with department vehicles; including but not limited to, servicing, maintenance and general shuttle service.
- Provides escorts for funeral processions, wide loads and other traffic related projects as directed by the Sheriff or his/her designee.
- Interact and work with citizens; explain county ordinances or other county procedures of public information.
- Safely drive and/or operate motor vehicles, specialized department equipment without causing harm to self or others; wear all required personal protective equipment including but not limited to latex gloves, mask, and reflective safety vest. Must also be proficient in towing, hauling, deploying, and operating agency equipment; including but not limited to, radar trailers, light towers, message boards, and specialized patrol vehicles.
- Maintain condition/status of assigned equipment and report any deficiencies of assigned equipment or equipment being used.
- Participate in mandatory and elective training, drills and exercises.
- Prepare written reports as required with emphasis on clarity, detail, completeness, proper grammar, and punctuation.
- Ability to tolerate physical extremes from being seated and at rest to physical exertion in short periods of time.
- Must be able to work well and for sustained periods of time in extreme temperature and weather conditions.
- Ability to perform tasks with intense concentration for extended periods of time while remaining calm in traumatic situations, and mass casualty incidents while dealing with the trauma and triage of patients.
- Ability to work in a structured command environment, working as a member of a team or as an individual.
- May encounter potential exposure to hazardous chemical, biological, and nuclear substances, noise levels over 90 decibels, and other potential hazards.
Minimum Qualifications Requirements - (Education/Eligibility and Experience):
- Must be a U.S. Citizen, be 18 years of age and have either a High School Diploma, general education degree (GED) or (HiSET) High School Equivalency Test certificate.
- All applicants must possess a valid driver’s license at the time of employment and submit a thorough background application.
- Applicant must not have a conviction of a serious misdemeanor or above on their criminal record.
