River Bend Transit Board Member
The Clinton County Board of Supervisors are seeking candidates that would be willing to be appointed to the River Bend Transit Board.
General overview
- RBT was incorporated in 1978 as a 501c (3) regional public transit agency as designated by the Iowa DOT.
- RBT is the rural public transit provider for Cedar, Clinton, Muscatine and Scott counties and provides contracted ADA transit services for Bettendorf and Davenport.
- RBT receives federal and state transit assistance funding and is able to provide contracted services within a narrow range as allowed by the Federal Transit Administration(FTA). Additional funding assistance comes from Cedar, Clinton and Muscatine counties, the Area Agency on Aging and contracted services including Medicaid, Empowering Abilities, and limited Davenport IEP student transportation.
- RBT provides approximately 175,000 trips per year driving 1,000,000+ miles using 72 small transit buses (11-18 passenger vehicles).
- RBT’s operating budget is approximately $5M per year. RBT is a financially sound organization with ample reserves and a balanced budget.
- RBT’s salaried staff consists of an Executive Director/CEO (16 years), Finance/HR Director (1 years), Operations Director (6 years), and Dispatch Director (20+ years). Hourly staff include 5 full-time reservationists, 1 schedulers, two maintenance technicians, a service worker, a full-time trainer, and approximately 10 full time and 64 part-time drivers.
- RBT maintains the fleet of vehicles at its Davenport administration/maintenance facility with certified technicians in a fully equipped, six-bay shop including an automated bus wash system.
- RBT utilizes state of the art: scheduling/dispatching software; cellular, two-way radio, and phone systems; and AVL/GPS in all vehicles.
RBT board overview:
- The board is comprised of 9 members. Four members are to be either elected officials from each of the four counties or an appointed designee.
- The five at-large board positions serve for a two-year period with an eight-year maximum tenure.
- It is a volunteer advisory board. Mileage reimbursement to attend meetings is paid to board members who live outside of Scott county.
- Board meetings are held at 10am the third Wednesday of the month at RBT’s office in Davenport. The December meeting is usually canceled.
- There are no financial obligations or expectations of board members. RBT generates its revenue from contracted services and federal, state and local funding.
- Current at-large board members include an attorney, a retired teacher and coach, a CPA, and a Community Health Center administrator.
- Management staff is responsible for the day-to-day operations. We strive to make our operations, financial reporting, and compliance to federal, state and local regulatory bodies as transparent as possible. Board members have complete access to monthly financial reports and audits.
- Board members are encouraged to bring their life and professional experience to the table to help us better serve our communities.
- Traditionally the board has maintained an entrepreneurial approach to the business allowing us to take on various initiatives and funding sources to enhance the transportation services in our region. RBT does not have some of the constraints that a typical municipal bus system has due to our private non-profit status, however, RBT must comply with federal and Iowa DOT regulations, State DOE regulations, and county/local requirements. RBT provides Medicaid transportation so there is an additional set of compliance requirements administering that program. RBT takes great pride in the stellar results of its financial audits and regulatory compliance reviews.
- RBT is at the bid letting stage of a $9M Bus Storage Facility. Construction should start the end of March and be complete by 12.31.2026.

Clinton County is seeking dedicated community members to serve on the Americans with Disabilities Act (ADA) Committee. This volunteer committee plays a vital role in helping ensure accessibility, inclusion, and equal opportunity for all residents of Clinton County.
We are looking for individuals who:
- Are passionate about advocating for disability rights and accessibility
- Have lived with a disability or professional knowledge in ADA-related fields (preferred but not required)
- Are residents of Clinton County and committed to improving our community
What You'll Do:
- Provide guidance on ADA compliance and accessibility improvements
- Assist in reviewing public facilities, programs, and policies
- Collaborate with local leaders and departments to promote inclusivity
Meetings: Held semi-annually at the Clinton County Administration Building.
